Grant Overview

The Grants and Contracts Section is responsible for managing and tracking federal non-disaster grant funding sources and distributing funds to subrecipients in an efficient manner. The section oversees the financial strategy, compliance and distribution of grant funds to local governments, tribal governments, state agencies, and nonprofit organizations. Through approvals of grant expenditures, tracking the financial and programmatic progress of subrecipients, and ensuring grant compliance, the section provides assistance throughout the entire grant life-cycle from announcement to closeout.

The section oversees non-disaster grants administered by the DHSEM within the Colorado Department of Public Safety. These grants include the Homeland Security Grant Program (HSGP), Nonprofit Security Grant Program (NSGP), Hazardous Materials Emergency Preparedness (HMEP) grant program, Emergency Management Performance Grant (EMPG) program, and the State and Local Implementation Grant Program 2.0 (SLIGP 2.0).

One important core mission of these grant programs is to enhance the ability of state, local and tribal governments, and non-profit organizations, to prevent, protect against, mitigate, respond to, and recover from acts of terrorism and other disasters.

  • The HSGP, which is comprised of several individual grants, funds a range of preparedness activities, including personnel, planning, organization, equipment purchases, training, exercises and management and administration costs.
  • The NSGP supports target hardening and other physical security enhancements and activities to nonprofit organizations that are at high risk of terrorist attacks.
  • The EMPG is directed to state, local and tribal governments to support all-hazards emergency management programs through personnel, planning, training and exercises.
  • The HMEP assists state, local and tribal governments for planning and or training activities that assess, develop, train or test emergency response capabilities dealing with hazardous materials in transportation incidents.
