Plans

The Planning Section leads the divisions integrated response and short term recovery planning efforts and is split into two units: Operational Planning and Public Safety Communications. Both units provide planning support to the division, state agencies, local emergency managers, and other stakeholders, as required. This includes, but is not limited to:
  • Operational Planning Unit
    • Planning support to the State Emergency Operations Center (SEOC)
    • Maintaining the State Emergency Operations Plan and Annexes
    • Maintaining the State Resource Mobilization Annex
    • Conducting the annual State Threat Hazard Identification and Risk Assessment/Stakeholder Preparedness Review (THIRA/SPR)
    • Conducting short term Recovery planning, including Damage Assessment and Debris Management planning
    • Providing staff support to the Colorado Emergency Planning Commission and Local Emergency Planning Committees
    • Providing Access and Functional Needs (AFN) planning and resource support to state agencies and local jurisdictions
    • Providing staff support for the Access and Functional Needs Subcommittee of the Homeland Security and All-Hazards Senior Advisory Committee (HSAC)
    • Developing other state-level response and short term recovery plans, as required
  • Public Safety Communications Unit
    • Provides statewide interoperable communications planning support, including assistance with Regional Tactical Interoperable Communications Plans
    • Maintains the Statewide Communications Interoperability Plan
    • Provides staff support for the Public Safety Communications Subcommittee (PSCS) of the Homeland Security and All-Hazards Senior Advisory Committee (HSAC)
