- State Homeland Security Grant Program (SHSGP) Open and Competitive Funding - Public Comment
The Homeland Security Advisory Committee (HSAC) has decided that the State will no longer use the regional funding allocation methodology for the State Homeland Security Grant Program (SHSGP). Instead, the SHSGP funding will be open and competitive. Regions may still submit as a region. The HSAC has now tasked our subcommittee to make recommendations on two specific items:
1) A scoring rubric that ranks applications
2) Who should rank the applications
Please provide any comments you would like the subcommittee to consider while considering recommendations. You may submit multiple comments.
Submit your comments on the SHSGP Public Comment Form by August 14, 2025.

FEMA is soliciting written comments from those agencies, organizations, and individuals regarding the Programmatic Environmental Assessment for the Improvement of Utility Systems in the State of Colorado.

Interested persons are hereby notified that the Federal Emergency Management Agency (FEMA)/Department of Homeland Security (DHS) is proposing to assist in funding projects located in the State of Colorado. In accordance with the National Environmental Policy Act (NEPA) of 1969 and the implementing regulations of FEMA, a Programmatic Environmental Assessment (PEA) is being prepared to assess the potential impacts of each of the proposed alternatives on the human and natural environment.Anyone interested in providing comment on the PEA may respond as noted below before September 7, 2025. Be sure to provide your name and contact information along with your comments.
If no substantive comments are received, the draft PEA will become final and be presented for signature to the signatory parties.
