Homeland Security Grant Program
The Homeland Security Grant Program (HSGP) provides funding to states, territories, urban areas and other local and tribal governments to prevent, protect against, mitigate, respond to and recover from potential terrorist attacks and other hazards. HSGP plays an important role in the implementation of the National Preparedness System by supporting the development and sustainment of core capabilities and is an important part of the coordinated effort to strengthen homeland security preparedness at the state and local levels.
The HSGP includes the State Homeland Security Program (SHSP) and the Urban Area Security Initiative (UASI) grant program. Complete federal guidance may be found on the FEMA website.
Allowable Use
The SHSP and UASI grants support state and local efforts to prevent terrorism and other catastrophic events and to prepare the nation for the threats and hazards that pose the greatest risk to the security of the United States.
By providing funding to implement investments that build, sustain and deliver the 32 core capabilities essential to achieving the National Preparedness Goal of a secure and resilient nation, both grants support a range of preparedness activities, including personnel, planning, organization, equipment purchases, training and exercises, as well as management and administration costs. Colorado all-hazards regions can provide additional assistance in project eligibility for this grant program toward building, sustainment, and delivery of core capabilities, which are not exclusive to any single level of government, organization, or community, but rather, require the combined effort of the whole community.
Grant Announcement
Applications from the Colorado all-hazards regions are requested by the state at the beginning of each calendar year based on the Federal Notice of Funding Opportunity (NOFO) guidance released. Link to NOFO announcements on the FEMA website. The open application information is shared below.

Please fill out the Homeland Security Grant Project Application google form to apply for funding under the the 2025 State Homeland Security Grant Program.
Please fill out one application per project. Applications which include multiple projects on one application will be returned. If you would like to use a fiscal agent to manage the grant for you, please indicate this arrangement in your answer to Criterion 2.2.
If you are with an Urban Area Security Initiative (UASI) you must apply to your UASI.

The Division of Homeland Security and Emergency Management is happy to announce the local funding awarded by a grant opportunity through the State Homeland Security Program (SHSP) created by the U.S. Department of Homeland Security (DHS)/Federal Emergency Management Agency (FEMA). Funding Opportunity Number: DHS-25-GPD-067-00-98. The SHSP enables DHS to make investments in Local and State government agencies, improving the security of critical infrastructure and improving the resilience of the services governments provide their community.
The Colorado Division of Homeland Security and Emergency Management received 60 project Applications from 36 different applicants all around the State of Colorado. 25 Local Government’s grant project applications have been approved by the HSAC Project Scoring Committee.
