The purpose of the Emergency Management Performance Grant (EMPG) program is to assist in the development of comprehensive, risk-based, all-hazard emergency management programs at the state, local and tribal government levels and to improve emergency preparedness through integrated planning, training and exercising while addressing prevention, protection, mitigation, response and recovery capabilities.

Match Requirement
The EMPG program has a cost-share requirement. The contribution can be cash (hard match) or third-party in-kind (soft match). Eligible EMPG program applicants shall agree to make available non-federal funds to carry out an EMPG award in an amount not less than 50 percent of the total project cost. DHS/FEMA administers cost-matching requirements in accordance with 2 C.F.R. § 200.306. To meet matching requirements, the contributions must be verifiable, reasonable, allowable, allocable, necessary under the grant program, and in compliance with all applicable Federal requirements and regulations.

Allowable Use
The EMPG - Local Emergency Management Support (LEMS) program is to assist in the development of comprehensive, risk-based, all-hazard emergency management programs at the state, local and tribal government levels and to improve emergency preparedness through integrated planning, training and exercising while addressing prevention, protection, mitigation, response and recovery capabilities. Common uses of the funds are to support activities in the areas of emergency management personnel, planning, training, exercises and public education. EMPG-LEMS funding may not be utilized for response operations.
