State and Local Cybersecurity Grant Program (SLCGP)
Colorado’s State and Local Cyber Security Grant Program (SLCGP) provides local government agencies a managed detection and response (MDR) system to detect and mitigate cybersecurity threats.
Eligibility
Applicants must be a local government jurisdiction within the State of Colorado. These include: counties, municipalities, cities, towns, townships, local public authority, school district, special district, intrastate district, council of governments, Indian tribes, rural community, unincorporated town or village, and other public entities. Program
This program is funded by a grant from the Federal Emergency Management Agency (FEMA FY 23 SLCGP). SLCGP requires that participants move to adopt Cybersecurity Best Practices (See NOFO, Appendix C, Item 5 or Zero Trust Architecture listed below.)
Members of the Cybersecurity Subcommittee (CAC) of Homeland Security and All-Hazards Senior Advisory Committee (HSAC) serve as the steering committee for this grant. The CAC meets every first Wednesday of each month from 10-11 a.m.
The Colorado’s Office of Information Technology (OIT) acts as a purchasing agent to optimize pricing, offering endpoint encryption to the participating local governments. Local governments will be able to continue on with the purchased endpoint encryption in future years with their own funding.
OIT will support other objectives of grant to attain Zero Trust Architecture:
- Implement multi-factor authentication
- Implement enhanced logging
- Data encryption for data at rest and in transit
- End use of unsupported/end of life software and hardware that are accessible from the Internet
- Prohibit use of known/fixed/default passwords and credentials
- Ensure the ability to reconstitute systems (backups)
- Migration to the .gov internet domain.

- FY2023 Grant Information
Grant Information for the FY2023 Allocations
The Governor’s Office of Economic Recovery has provided a grant to cover the required 20 percent match for local governments. The funding source is Infrastructure Investment and Jobs Act Cash Fund (IIJA), SB 22 -0215.
Applicants will not be required to provide a 20 percent in-kind or cash match for this round of funding.FEMA has indicated that the intent to have the match increase future funding.
- Federal Fiscal Grant Year 2024: 30 percent projected match
- Federal Fiscal Grant Year 2025: 40 percent projected match
