Dear PTV Partners,
As many of you are aware, the Targeted Violence and Terrorism Prevention (TVTP) federal grant funding—which supports much of the Preventing Targeted Violence (PTV) team’s work at the CIAC—was recently terminated. This decision was communicated by DHS to DHSEM and a stop-work order was issued, effective immediately. The order prohibits the use of any remaining grant funds to support activities or personnel associated with the program.
Unfortunately, the division does not have an alternative funding source to maintain this program or continue supporting these roles. As a result, and following a period of internal review, it was determined that the Regional Prevention Coordinator (RPC) positions will no longer be part of the CIAC after a transition period over the next two months. As a result of the reorganization, the last date of effective operation for the RPC positions will be close of business on September 25, 2025. This change affects several PTV initiatives, particularly in regions where the RPCs built strong local partnerships and supported stakeholder engagement and training efforts.
We appreciate the important work accomplished under this program and will continue to explore ways to support the broader mission of preventing targeted violence through other means.
This change represents a shift for the PTV team, the CIAC and partners across the state. The RPCs made steady progress in a short time, delivering training, mentorship and strategic planning that enhanced the capacity of local partners to assess and manage targeted violence risk. They helped establish connections in areas of the state with limited prior CIAC engagement contributing meaningfully to the broader objectives of the PTV program. Their efforts have been consistent and appreciated. The CIAC team can take pride in everything achieved.
If you have existing projects and support underway with the RPCs, they will be in touch soon, if they have not already, to develop plans to transition those projects to remaining staff. With the conclusion of the TVTP grant, certain grant-funded projects—such as the Targeted Violence Case Management System and the planned public awareness campaign—will be placed on hold. We are actively exploring alternative funding opportunities to resume these important initiatives in the future.
As our team transitions with staffing, we remain committed to continuing key initiatives—including the delivery of NTER curriculum trainings, development of local BTAM teams, and facilitation of regional PTV working groups. These efforts may proceed on adjusted timelines or at a more strategic pace to ensure quality and impact are maintained throughout the transition.
