Grant Announcement: FEMA Nonprofit Security Grant Program Application Period Open

New Funding Opportunity
 

FEMA is providing a new opportunity for funding on Monday, July 28, 2025. Changes include funding up to $200,000 per location and a new Investment Justification (IJ) form. Anyone that recently received funding is still eligible to apply. Please visit the FEMA Website to learn more about the Nonprofit Security Grant Program.

DHSEM has tried to make note of the changes within the Notice of Funding Opportunity (NOFO). However, because this is very last minute, we recommend reading the NOFO completely before applying.

On pages 10-11 of the NOFO it states: Subapplicants should not have foreign nationals or noncitizens included. If a subapplicant includes foreign nationals, they must be properly vetted and must adhere to all government statues, polices and procedures including “staff American, stay in America” and security requirements.

Subapplicants and subrecipients must submit short bios and resumes. This should include the type of entity, organizational leadership and board members. It must include both the names and addresses of the individuals. Resumes are subject to approval.

On page 40 of the NOFO it states: Additional information required for reimbursements:

  • The name, mission statement and purpose of each subrecipient receiving funds, along with the amount allocated and the specific role or activity being reimbursed.
  • Whether the subrecipient’s work or mission involves supporting aliens, regardless of whether FEMA funds support such activities.
  • Whether the payment request includes an activity involving support to aliens.
  • Whether the subrecipient has any DEI practices.

  • Notice of Funding Opportunity (NOFO): July 28, 2025
  • Applications due to State of Colorado: The state does not have a deadline to submit to FEMA at this time and we are awaiting additional guidance from our federal partner. Please download the IJ from the FEMA website and have all your documentation ready (see attachment list below). You may submit your documents at any time up until the deadline that will be determined and communicated at a later date.
  • Decision from FEMA: TBD

Please submit your application (Investment Justification-IJ), mission statement on your letterhead, vulnerability/risk asssessment, application certification form, bios/resumes (see above for details).
