Update from our Office of Grants Management and Office of Emergency Management
DHSEM is pleased to share some positive news regarding the federal grant conditions recently imposed by the U.S. Department of Homeland Security (DHS).
A federal court has ruled in favor of Colorado and other plaintiff states, finding that the new conditions related to immigration enforcement are unlawful. The Colorado Attorney General's Office and the entire Executive Branch worked tirelessly to achieve this favorable outcome for our state and our partners.
While this is excellent news, the federal government's next steps are uncertain. We have not yet received grant agreements for our 2025 grants (including EMPG and HSGP) and it is possible the federal government will appeal this decision. We are monitoring the situation closely and will inform you of any new developments.
The court's ruling is attached for your reference. Please do not hesitate to reach out with any questions.
