The Federal Emergency Management Agency (FEMA) hereby gives notice to the public of its intent to reimburse eligible applicants for eligible costs to repair and/or replace facilities damaged by Severe Storms, Flooding, and Tornadoes during the incident period of June 8 through June 23, 2023. This notice applies to Public Assistance (PA) and Hazard Mitigation Grant Programs (HMGP) implemented under the authority of the Robert T. Stafford Disaster Relief and Emergency Assistance Act, 42 U.S.C. § 5121-5207.

Greeley's Gold Hill Pipeline Identified for Further Review for FEMA’s Building Resilient Infrastructure and Communities (BRIC) Program
FEMA’s Building Resilient Infrastructure and Communities Program has identified Greeley’s Gold Hill Pipeline project for further review. This project will reduce the impacts of any hazard that would cause either of Greeley’s water treatment plants to be taken offline, such as drought, wildfire, or cyberattack.
Colorado Community Disaster Resilience Zones (CDRZ) Designated by FEMA
FEMA designated nine census tracts in Colorado as Community Disaster Resilience Zones (CDRZ) on September 6, 2023. They are located in
- Kit Carson County
- Larimer County and Fort Collins
- Logan County and Sterling,
- Pueblo County
- Sedgwick County
- Yuma County
Communities may apply for FEMA mitigation grants through DHSEM and may receive an increased federal cost share for projects that are in, or primarily benefit, the designated zones.
Disaster Declaration DR4731 June Severe Storms, Flooding and Tornadoes Incident
On August 25, 2023 President Joseph R. Biden, Jr. approved Colorado's disaster declaration request and it is formally known as DR4731. The disaster declaration includes the following:
HB23-1075 Agreement Executed to Begin Wildfire Evacuation Clearance and Modeling Study
House Bill 23-1075 assigns the Colorado Division of Homeland Security (DHSEM) with the identification and assessment of available technology for wildfire evacuation and clearance time modeling. It also requires the evaluation specifically for developers to perform the evacuation modeling for proposed developments. The bill lays out that for this report the stakeholders are limited to DOLA, DFPC, CDPS and other state agencies.
Colorado Information Analysis Center Director Kevin McElyea Completes Executive Leaders Program at Naval Postgraduate School
Kevin McElyea, director of the Colorado Information and Analysis Center (CIAC), the state's fusion center, within the Division of Homeland Security and Emergency Management (DHSEM), recently completed the Executive Leaders Program at the Naval Postgraduate School’s Center for Homeland Defense and Security (CHDS) on August 11, 2023.
